You don’t know UGAP?
UGAP is a French public purchasing center. It was created by decree on January 17, 1968 by grouping together two purchasing departments of the French state: the Service de Groupement des Achats du Matériel et mobilier ( SGAM ) of the Ministry of National Education and the division of materials, office equipment and miscellaneous equipment of the Ministry of Economy, Finance and Industry. It became a public establishment of an industrial and commercial nature on July 30, 1985 and was placed under the dual supervision of the two ministries mentioned above. It became a purchasing center on January 7, 2004 .

UPAG is a major player in public procurement. Its main wholesale activity (purchase for resale) amounts to 3.5 billion euros while 520 million euros of purchases are made on the gas and electricity markets. Its mission is to supply administrations (communities, schools, hospitals, etc.) at the best price, while respecting the policies of the public authorities. Its portfolio is broad and ranges from service vehicles to office supplies, including the technical equipment of a hospital. As a public institution, it must balance its accounts.
